Establishes 5 regular full-time employee positions for the Department of Finance and Administration - Medical Marijuana Commission for fiscal year 2017-2018, including a director (GS13), attorney specialist (GS11), administrative analyst (GS06), and two administrative specialists (GS04).

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,017,914 from the Medical Marijuana Commission Fund for personal services ($287,433 regular salaries, $10,000 extra help, $80,481 matching), operating expenses ($100,000), conferences and travel ($30,000), capital outlay ($10,000), refunds/reimbursements ($1,500,000), and contingency ($2,000,000).

Authorizes the Chief Fiscal Officer to transfer contingency funds to the Alcoholic Beverage Control Division, Department of Health, and other agencies for implementing and enforcing the Arkansas Medical Marijuana Amendment of 2016.

Provides an emergency clause making the appropriation effective July 1, 2017, to ensure uninterrupted operation of the Medical Marijuana Commission, with all provisions expiring June 30, 2018.
