Establishes a mileage audit appeal procedure for International Registration Plan (IRP) registrants in Arkansas, complying with Article X, Section 1065 of the IRP.

Requires registrants to notify the Director of the Department of Finance and Administration in writing within 30 calendar days of receiving audit or reexamination findings to request a hearing.

Hearing officers appointed by the director shall schedule hearings in cities with field audit district offices or other designated locations (or by telephone if agreed upon), subject to the Arkansas Administrative Procedure Act.

Hearing officers must issue written decisions to sustain, modify, or reverse audit findings based on evidence presented; registrants may file suit in Pulaski County Circuit Court or their principal place of business county within 30 days if the decision sustains findings in whole or in part.

At the conclusion of all appeals, the director must notify affected member jurisdictions of the results; further challenges proceed under Section 1400 of the International Registration Plan.
