Amends Arkansas Code § 20-38-103(a)(3) and (4) to clarify criminal background check requirements for applicants and employees at child care facilities and church-exempt child care facilities.

Service providers verifying an applicant has lived continuously in Arkansas for the past 5 years must conduct a state criminal history records check and registry check.

Applicants seeking employment at child care facilities or church-exempt child care facilities must submit fingerprints for a national criminal history records check, regardless of length of residency in the state.

All applicants must submit a criminal history records check form and undergo a registry records check conducted by the appropriate licensing or certifying agency.
