Establishes an online system for commercial motor vehicle registration and administrative transactions effective January 1, 2018, allowing carriers to register vehicles, renew registrations, issue license plates, and print registration cards electronically.

Implements three new fees for commercial motor vehicles registered with the International Registration Plan: $2.00 for portal access, $2.00 upon issuance or renewal for approved logo decals, and $5.00 annual fee per vehicle.

Clarifies that commercial motor vehicles registered with the International Registration Plan are not required to display annual tabs or decals on license plates.

Allows commercial motor carriers to obtain and affix decals bearing their company logo to license plates with director approval, and requires carriers to submit required source documents within 30 days of online registration.

Directs fees collected under the new fee structure to be deposited into the Commercial Driver License Fund to finance Arkansas Motor Carrier System enhancements and declares an emergency for implementation by January 1, 2018.
