Appropriates $200,000 to the Arkansas Department of Emergency Management for grants, professional fees, and expenses of evaluating and studying 911 and emergency communication systems for the fiscal year ending June 30, 2018

Funds are payable from a cash fund deposited in the State Treasury as determined by the Chief Fiscal Officer of the State

Authorizes the Arkansas Department of Emergency Management to accept funds from non-state entities to be deposited into the cash funds for expenses of evaluating and studying 911 and emergency communication systems

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations

Declares an emergency clause making the Act effective July 1, 2017, to ensure proper agency operation and essential governmental program provision
