AR HB1696

Abolishes the State Child Abuse and Neglect Prevention Board and transfers all its powers, duties, functions, records, personnel, property, and unexpended appropriations to the Department of Human Services Division of Children and Family Services through a type 3 transfer.

Transfers administrative authority over the Children's Trust Fund and One Percent to Prevent Fund from the board to the Department of Human Services, maintaining the same fund purposes and restrictions.

Removes references to the State Child Abuse and Neglect Prevention Board throughout Arkansas Code and replaces them with "Department of Human Services" in sections governing marriage license heirloom certificates, fund receipt and disbursement, local councils, and home visitation programs.

Eliminates the requirement for a State Child Abuse and Neglect Prevention Board member to serve on the Rita Rowell Hale Prenatal and Early Childhood Nurse Home Visitation Program Advisory Council, instead allowing the Department of Health to appoint one additional member.

Takes effect July 1, 2017 under emergency clause to align with the fiscal year.
