Appropriates $30,000,000 to the Secretary of State for replacement of voting machine equipment statewide for the fiscal year ending June 30, 2017.

Chief Fiscal Officer shall transfer $30,000,000 from the General Revenue Allotment Reserve Fund to the State Treasury cash fund for the Secretary of State upon the Act's effective date.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative meeting minutes.

Declares an emergency effective upon passage and approval, with the Act becoming effective immediately or upon Governor's failure to veto, or upon veto override by both houses.
