Appropriates $2,300,000 to the Department of Human Services - Division of Behavioral Health Services from the Behavioral Health Services Fund Account for the fiscal year ending June 30, 2018

Funds cover personal services, operating expenses, professional fees, and grants for suicide prevention programs, resources, and technology

Designated funds support efforts to promote emotional health and well-being, increase help-seeking behaviors, improve service access, and reduce suicidal behaviors in accordance with the National Strategy for Suicide Prevention and Arkansas State Plan for Suicide Prevention

Disbursement of funds must comply with Arkansas state procurement laws, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations

Act became effective on July 1, 2017 with an emergency clause declared due to constitutional restrictions on multi-year appropriations and need for immediate agency operations
