Appropriates $1,000,000 to the Arkansas Department of Emergency Management for Fire Rating Reduction Plan grants for the fiscal year ending June 30, 2018.

Funds are to be paid from the Miscellaneous Agencies Fund Account and used exclusively for Fire Rating Reduction Plan Grants.

The Chief Fiscal Officer shall transfer $1,000,000 from the General Revenue Allotment Reserve Fund to the Miscellaneous Agencies Fund once the Director determines Pilot Programs for the Fire Rate Reduction Plan have been implemented and are effective.

All disbursements must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

The Act becomes effective July 1, 2017, with an emergency clause declared due to constitutional restrictions on multi-year appropriations and the essential nature of agency operations.
