Appropriates $247,945 to the Arkansas Department of Emergency Management for fiscal year 2017-2018, consisting of $30,000 for extra help, $10,000 for maintenance and general operations, and $207,945 for Fire Rating Reduction Plan grants.

Authorizes one temporary or part-time employee for the Department of Emergency Management at rates of pay compliant with the Uniform Classification and Compensation Act.

Requires the State's Chief Fiscal Officer to transfer $247,945 from unobligated balances accumulated for over three years in the Fire Protection Premium Tax Fund to the Miscellaneous Agencies Fund Account for exclusive use in the Fire Rating Reduction Plan.

Directs the Arkansas Department of Emergency Management to promulgate rules for development and implementation of a Fire Rating Reduction Plan by October 31, 2017.

Makes the Act effective July 1, 2017, except Section 3 which takes effect upon passage and approval, to ensure essential governmental program operations.
