Raises the minimum age for purchasing tobacco products, vapor products, alternative nicotine products, e-liquid products, and cigarette papers from 18 to 21 years of age.

Exempts active-duty members of the United States Armed Forces under 21 years of age from the age restriction if they present a valid military identification card.

Authorizes certified law enforcement officers and school officials to confiscate and immediately destroy tobacco or cigarette products found in the possession of minors.

Allows courts to order minors found in violation of criminal statutes while in possession of tobacco products to perform up to 3 hours of community service and enroll in a tobacco education program as additional punishment.

Ensures that any additional punishment ordered under this section is not recorded as a criminal offense and requires all records of proceedings to be permanently expunged from state and local records.
