Appropriates $500,000 to the Department of Arkansas State Police for operations, maintenance, equipment, and system requirements of the Arkansas Wireless Information Network (AWIN), supplemental to funds in Act 265 of 2016.

Allows remaining funds in the Department of Arkansas State Police Fund from salvage auction buyer's identification cards (under repealed Arkansas Code § 23-112-614) to be used for AWIN operating expenses or vehicle purchases and equipment through June 30, 2017.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Declares an emergency due to insufficient appropriated funds for the Department of Arkansas State Police to continue essential governmental services, making the act effective immediately upon passage and approval.
