AR HB1714

Amends the definition of "cosmetological establishment" to include mobile salons operating as self-contained, enclosed units at least 24 feet in length that can be transported between locations.

Requires mobile salons to have a base location at the owner's home, salon, or office and be licensed as a cosmetological establishment by the Department of Health beginning September 1, 2017.

Modifies license display requirements to allow licenses to be displayed in a mobile salon instead of a fixed principal office, and exempts mobile salon operators from the 30-day address change notification requirement.

Directs the Department of Health to adopt rules by September 1, 2017 establishing minimum specifications for mobile salon facilities, equipment, environment, supplies, personnel, operations, ownership, and procedures.

Applies all existing cosmetological establishment requirements to mobile salons except where they conflict with department-adopted rules for mobile operations.
