Adjusts national school lunch categorical funding amounts across three district tiers (90% or greater, 70-90%, and less than 70% low-income students) with specific per-student amounts for 2017-2018 and ongoing years.

Establishes enhanced transportation funding for 2017-2018 and 2018-2019 school years distributed to 231 Arkansas school districts in varying amounts ranging from $0 to $76,273.
