Establishes definitions for "electric vehicle," "private electric vehicle charging station," and "public electric vehicle charging station" with 240V voltage thresholds

Changes rebate provisions from mandatory ("shall") to discretionary ("may") for refueling stations and vehicle fuel property, with specific caps: not more than 75% of costs up to $400,000 for gas stations, 50% up to $900 for private EV chargers, and 50% up to $5,000 for public EV chargers

Transfers administration of the Clean-burning Alternative Motor Fuel Development Fund from the Arkansas Economic Development Commission to the Arkansas Department of Environmental Quality
