Moves Arkansas general primary elections from the second Tuesday to the third Tuesday in June preceding the general election.

Changes the preferential primary election from three weeks to four weeks before the general primary election.

Requires special elections called in June of even-numbered years to be held on the fourth Tuesday of the month.

Allows special elections held during months with scheduled primary or general elections to occur on the same date as those elections, with candidates listed on party ballots and labeled appropriately.

Maintains 70-day notice requirement for special elections coinciding with primary or general elections, and 60-day notice for other special elections.
