Reenacts the Task Force on Alpha-gal that was previously repealed by Act 2017, No. 264 and adds it to Arkansas Code Title 20, Chapter 15 as Subchapter 22.

Establishes a 17-member task force including one senator, two representatives, three Department of Health employees, and representatives from the Insurance Commissioner's office, Agriculture Department, medical associations, universities, and one Alpha-gal patient.

Requires the task force to make recommendations to improve knowledge and treatment of Alpha-gal throughout Arkansas, with special focus on emergency room healthcare professionals.

Mandates the task force submit annual reports to the Legislative Council and relevant Senate and House committees no later than October 1 each year.

Provides that legislative members' terms and all provisions of the law expire on December 31, 2018; nonlegislative members serve at the pleasure of their organizations.
