Creates the Developmental Disabilities Waiver Legislative Task Force to address and find cost-effective, long-term solutions for the waiting list of the Alternative Community Services Waiver Program (Developmental Disabilities Waiver).

Establishes a 17-member task force composed of 2 gubernatorial appointees, 5 Senate members, 5 House members, 3 Department of Human Services directors/designees, and 2 DHS employees, with representatives required on Joint Budget Committee and public health/revenue committees.

Designates the President Pro Tempore of the Senate and Speaker of the House to each appoint a co-chair, with quarterly meetings requiring a majority quorum for action.

Authorizes legislator members to receive per diem and mileage reimbursement at standard rates, while non-legislator members serve without compensation; permits study expenses for expert witnesses if approved by Legislative Council.

Task force must assess feasibility and submit annual reports by December 1 to the Governor and Legislative Council; the task force expires on December 31, 2019.
