Allows persons convicted of Uniform Controlled Substances Act offenses before Acts 2011, No. 570 took effect to petition the sentencing court for sentence reduction.

Requires the sentencing court to reduce any punishment exceeding the maximum sentence allowed under Acts 2011, No. 570 down to the maximum permitted for that type and amount of controlled substance.

Places burden on petitioner to establish by preponderance of the evidence the kind and amount of controlled substance involved in their conviction.

Grants courts explicit authority and jurisdiction to act upon and implement this act, notwithstanding any contrary statute, rule, or judicial convention.
