AR HB1751

Adds Arkansas Code § 23-88-106 to establish insurer responsibilities for hail damage roof repair claims on residential properties (1-4 family dwellings).

Requires insurers to pay for individual roof system items separately, including shingles, ridge caps, pipe jacks, turbines, vents, flashing, and other items requiring manipulation for replacement.

Prohibits insurers from requiring residential contractors to reuse existing roof line items and mandates minimum waste factors of 12% for hip roofs, 10% for gable roofs, and 15% for roofs with 10+ facets.

Requires insurers to match and maintain color and condition of roof slopes for roofs at least one year old, pay mandatory steep/high charges for shingle removal and replacement, and charge waste disposal fees only for full trailer or dumpster loads.

Establishes licensing requirements for sales representatives selling roof systems, including visible employer identification and a $50 license fee per representative.
