Requires off-premises caterers to be registered with the Secretary of State and in good standing, replacing the previous requirement of being in business for more than one year.

Eliminates the requirement that 60% or more of gross sales be derived from food sales and removes the $100,000 minimum gross food sales requirement.

Requires off-premises caterers to maintain a liability policy with a minimum coverage of $1,000,000.

Increases general liability insurance requirement for off-premises caterer's permits from $200,000 to $1,000,000.

Requires liquor liability coverage to be included in the general liability insurance when an off-premises caterer provides liquor as part of its service.
