Replaces "Commissioner of Motor Vehicles" with "Director of the Department of Finance and Administration" throughout Arkansas Code § 27-14-405 through 27-14-407 to correct obsolete references.

Renumbers provisions in § 27-14-405 regarding powers of motor vehicle officers, consolidating six numbered subsections into three by removing outdated language.

Updates § 27-14-406 to clarify that the "Office of Motor Vehicle" (rather than "it") has authority to take possession of certificates of title, registration certificates, permits, licenses, and registration plates.

Amends § 27-14-407 to replace references to "Commissioner of Motor Vehicles" with "Director of the Department of Finance and Administration" regarding authority to summon witnesses and enforce orders.

Amends Arkansas Code § 27-115-109 to change "shall have the authority to" to "may use" regarding the Arkansas Department of Aeronautics' use of state highway equipment, and repeals provisions authorizing use of convicts and prisoners for construction work.
