Repeals Arkansas Code § 5-53-133, which prohibited approaching jury commissioners to influence juror selections and established penalties for violations as Class D felonies.

Removes references to "jury commissioners" throughout Arkansas Code by replacing them with "circuit clerk" in sections governing grand jury investigations, temporary judicial assignments, additional jurors, and jury selection procedures.

Amends § 16-30-101 to eliminate provisions allowing separate jury commissioners in multijudge circuits, replacing them with alternative jury selection methods.

Modifies § 16-32-108 and § 16-32-109 to transfer jury selection duties from commissioners to circuit clerks, who may now select names from voter registration lists or computerized random selection processes.

Updates § 16-32-201 to authorize circuit judges to direct the circuit clerk instead of jury commissioners to provide names for separate grand jury wheels or boxes from current voter registration lists or enhanced prospective juror lists.
