Amends Arkansas Code § 14-169-604 to clarify that urban renewal agencies and housing authorities may carry out redevelopment projects.

Reorganizes and clarifies definitions in § 14-169-702, including "governing body" (legislative body of a municipality), "housing authority" (public corporation), and "municipality" (incorporated cities, towns, or cities of first or second class).

Defines "undertaken" in urban renewal context as: real property purchased for the project, a contract executed for such purchase, or a housing authority receiving funds for planning or execution.

Grants housing authorities and urban renewal agencies the same rights, powers, privileges, and immunities for urban renewal plans and projects as those granted for redevelopment plans and projects under existing law.

Allows municipalities where an urban renewal agency has ceased operation to revive the agency by governing body resolution, with the mayor then appointing a new board of commissioners.
