Creates the "91st Session Projects Account" within the General Improvement Fund to finance projects and programs authorized by the 91st General Assembly.

Transfers unobligated and unallocated monies to the new account, including General Improvement Fund balances remaining on June 30, 2017, General Revenue Funds from the General Revenue Allotment Reserve Fund, and special revenues from estate taxes.

Requires all expenditures from the account to be documented to the Chief Fiscal Officer, with recipients subject to compliance audits and Arkansas Legislative Audit review.

Designates that 91st General Assembly appropriations for General Improvement Fund projects are payable from the 91st Session Projects Account unless otherwise specified by law.

Becomes effective July 1, 2017, declared an emergency to establish orderly financing and priority system for construction projects and programs exceeding estimated available funding.
