Establishes funding requirements for the Phillips County Prosecuting Attorney's office by adding Arkansas Code § 16-21-602 and § 16-21-603

Defines three categories of expenses: "employee and assistant expenses" (salaries, benefits, Social Security, retirement, health insurance), "investigative expenses" (necessary expenses for criminal investigations), and "office expenses" (facilities, equipment, supplies, travel, legal resources)

Requires Phillips County to provide minimum annual funding of $35,000 for office expenses, paid in equal monthly installments from the county general fund

Mandates Phillips County provide one secretary and administrative assistant position with minimum salary of $28,000 per year, including all related payroll expenses

Allows the quorum court to appropriate additional positions, salaries, and expenses beyond the mandated minimums and clarifies these expenses are separate from other prosecuting attorney allowances
