HB1785 Summary

• Creates the Higher Education Uniform Classification and Compensation Act establishing a statewide classification system and compensation plan for higher education institution employees effective July 1, 2017.

• Establishes career service pay grades (C101-C130) and professional/executive pay grades (N901-N922) with defined entry, base, midpoint, and maximum salary levels for classified positions.

• Authorizes the Department of Higher Education to manage position classifications, salary administration, reclassifications, and implement merit-based pay systems for eligible employees.

• Allows institutions to request special pay rates for market-competitive positions, hazardous duty differentials, professional certifications, education, geographic area, shift differentials, and on-call duty compensation with departmental approval.

• Modifies § 19-4-1604 to permit higher education employees to receive dual compensation from institutions and § 21-5-223 to establish severance pay procedures and limits for workforce reductions.
