Director of the Department of Information Systems shall appoint a Chief Data Officer and Chief Privacy Officer as separate individuals to manage data resources and privacy compliance.

Chief Data Officer responsibilities include master data management, data architecture, data quality management, data governance, open data exchanges, business intelligence analytics, and oversight of the Data and Transparency Panel.

Chief Privacy Officer shall ensure state agency compliance with federal and state privacy laws, oversee protection of personal information, review regulatory proposals affecting privacy, and submit annual reports to the Joint Committee on Advanced Communications and Information Technology.

Data and Transparency Panel created within the Department of Information Systems with 3 private sector appointees, Attorney General, directors from 11 state departments, Chief Data Officer as Chair, and Chief Privacy Officer; panel meets quarterly and requires 9 members for quorum.

Panel duties include feasibility studies on statewide data warehouse development, evaluating data for inclusion, recommending implementation procedures, overseeing warehouse programs, and identifying publicly releasable data according to established standards.
