Amends Arkansas Code § 16-123-107(a) to expand protected classes under the Arkansas Civil Rights Act of 1993 to include sexual orientation and gender identity

Adds sexual orientation and gender identity to the list of characteristics (alongside race, religion, national origin, gender, and disability) for which discrimination is prohibited

Protects the right to be free from discrimination in employment, public accommodations, property transactions, credit and contractual transactions, and voting/political participation

Extends civil rights protections to otherwise qualified persons based on the newly added protected classes of sexual orientation and gender identity
