Amends Arkansas Code § 19-5-962(b) to authorize moneys under § 20-7-408(f) to be used for expansion, renovation, construction, or improvements to the State Health Department building and grants for local health unit facilities.

Modifies Arkansas Code § 20-7-204(b) to include revenues collected under § 20-7-408(f) as part of the State Health Department Building and Local Grant Trust Fund.

Changes Arkansas Code § 20-7-408(f) so that fees authorized under the Public Health Laboratory Act of 2003 shall be deposited into the State Health Department Building and Local Grant Trust Fund upon payment or discharge of loans and bonds, rather than terminating.
