Reduces registered nurse board members from 5 to 2 while maintaining educational diversity requirements (one diploma graduate, two associate degree graduates, two baccalaureate or postbaccalaureate degree graduates).

Increases licensed advanced practice registered nurse board members from 2 to 7, with 6 of those members required to hold certificates granting prescriptive authority.

Reduces licensed practical nurse or psychiatric technician nurse board members from 3 to 2.

Changes the Prescriptive Authority Advisory Committee appointment process so the Governor appoints all six members directly rather than requiring board approval, and extends committee member terms from 3 years to 4 years.

Modifies board composition to clarify that at least one nursing program educator and one consumer representative and one elderly representative shall serve as full voting members appointed at-large.
