Changes Arkansas Code § 7-9-204 to require the General Assembly to designate ballot titles and popular names for constitutional amendments in joint resolutions, rather than making it optional.

Requires the Attorney General to review ballot titles and popular names within 30 days of a joint resolution's passage to determine their sufficiency.

Authorizes the Attorney General to either approve and certify the designated ballot title and popular name, or substitute them with more suitable and correct alternatives.

Requires the Attorney General to apply the same standards used for initiative and referendum petitions when evaluating and potentially substituting ballot titles and popular names for constitutional amendments.

Mandates that any ballot title, whether designated by the General Assembly or substituted by the Attorney General, must briefly and concisely state the purpose of the proposed amendment.
