State agencies, courts, and local government entities may accept, solicit, or publish documents in electronic form when required by law to handle such materials.

Entities using electronic document submission must still comply with all existing legal requirements concerning acceptance, solicitation, or publication of materials.

Entities may require electronic receipt verification for materials accepted, solicited, or published in electronic form.

Any entity adopting electronic document procedures must notify the Legislative Council within 30 days of the decision and provide justifications for the change.

The section expires 4 years after the effective date, requiring entities to advise the Legislative Council before expiration which Arkansas Code sections should be permanently amended to allow electronic document handling.
