• Department of Human Services must notify public assistance recipients that lottery winnings over $500 are subject to reimbursement to the state up to the total amount of public assistance received in the preceding 10 years.

• A person receiving public assistance at the time of purchasing a lottery ticket that wins more than $500 must reimburse the program from which they received assistance with winnings in excess of $500, up to their total 10-year public assistance amount.

• Before distributing lottery prizes, the lottery office must consult with the Department of Human Services to verify if the winner was receiving public assistance and determine the amount owed, then transfer the reimbursement amount to the appropriate program fund.

• The office shall notify the winner by certified mail or hand delivery of the reimbursement action and its reason; reimbursement only applies to prizes paid by the state lottery office, not retailers or other entities.

• Winners owed taxes on lottery prizes may retain winnings equal to tax liability before reimbursement is calculated; prior reimbursements within 10 years are credited against amounts owed.
