Modifies county hearing notice requirements to permit publication for 14 consecutive days on a county website and posting in three public places as an alternative to the two-publication newspaper method.

Requires county ordinance codifications to be published on a county-affiliated website at five-year intervals.

Amends municipal ordinance publication requirements to mandate publication on a municipality-affiliated website in addition to newspaper publication for bylaws and ordinances.

Modifies municipal code requirements to allow reference-based publication of zoning and building codes when printed in book form, with minimum of three physical copies available for public examination if no electronic version exists.
