Amends Arkansas Code § 5-73-122 to remove the blanket prohibition on carrying firearms in publicly owned buildings and facilities for concealed handgun licensees, allowing them to carry in these locations subject to specific exceptions.

Permits concealed handgun licensees to carry in publicly owned buildings and facilities unless otherwise prohibited by law, including state Capitol grounds, with exceptions for courtrooms, detention facilities, and other sensitive locations.

Modifies Arkansas Code § 5-73-306 to clarify that concealed handgun licenses do not permit carrying into specific prohibited places including police stations, courthouses, schools, and federal facilities.

Allows concealed handgun licensees to carry in locked and unattended motor vehicles in publicly owned and maintained parking lots, including at schools and courthouses, with specific exemptions for Department of Correction and Department of Community Correction facilities.

Maintains prohibitions on carrying concealed handguns in courtrooms (Class D felony for unauthorized possession), with exceptions for law enforcement officers, court officers, bailiffs, and judges acting in their official capacity.
