AR HB1841

Allows individuals who own property contiguous to a city or town to petition the governing body for annexation of their property.

Requires annexation petitions to include written attestation by property owners before a notary, accurate property description, title opinion from certified abstractor, surveyor verification of contiguity, and a schedule of services to be provided within 3 years.

County assessor and clerk must verify petition requirements within 15 business days, then county judge reviews for completeness and accuracy within 15 days and issues findings order.

City or town governing body may grant annexation by ordinance or resolution, and after passage, annexation becomes final 30 days later with property becoming part of corporate limits.

Legal challenges to annexation must be filed in circuit court within the 30-day period following ordinance passage; claims filed after this period are not timely.
