Replaces comprehensive disciplinary rate reporting requirements with focus on "exclusionary disciplinary actions" (out-of-school suspension and expulsion) plus in-school suspensions and corporal punishment.

Requires Department of Education to report annually at school, school district, and state levels the number of exclusionary disciplinary actions per 100 students broken down by race/ethnicity, economically disadvantaged students, and students with disabilities.

Requires department to report exclusionary disciplinary actions both combined and separately for out-of-school suspensions and expulsions.

Mandates department publish data on website consistent with Family Educational Rights and Privacy Act and in manner allowing comparison of schools and districts with historical trend analysis.

Requires department to provide school districts with best practice resources for effective school discipline and annually communicate availability of discipline data and resources to districts.
