Repeals Arkansas Code § 7-9-107, which established the process for Attorney General approval of ballot titles and popular names for initiative and referendum petitions prior to circulation

Eliminates the requirement that petition sponsors submit original drafts to the Attorney General for approval and certification of ballot titles and popular names

Removes the Attorney General's authority to reject misleading ballot titles or petition language and require redesign of proposed measures

Removes the provision allowing sponsors to petition the Arkansas Supreme Court for relief if the Attorney General refuses to act or if sponsors disagree with the Attorney General's actions

Amends § 7-9-126(b)(6) to retain the requirement that petitions comply with existing signature counting standards, including use of the exact popular name or ballot title approved by the Attorney General for statewide initiatives
