Amends Arkansas Code § 5-73-122(a)(3) to add an exception allowing members of the General Assembly with a concealed handgun license to carry concealed handguns in publicly owned buildings, facilities, and State Capitol grounds, except in prisons or detention facilities operated by the Department of Correction or Department of Community Correction.

Defines "parking lot" for purposes of concealed handgun exceptions to include designated parking areas or structures and school drop-off zones, but explicitly excludes parking lots owned or controlled by the Department of Correction or Department of Community Correction.

Amends Arkansas Code § 5-73-306 to clarify that concealed handgun licenses do not authorize carrying in certain prohibited places, but creates an exemption for General Assembly members from most of these restrictions.

Exempts General Assembly members holding concealed handgun licenses from prohibited location restrictions under subdivisions (a)(1)-(a)(3) and (a)(5)-(a)(9) of Arkansas Code § 5-73-306.
