Changes control of fluoride levels in water systems from companies, corporations, municipalities, counties, and government agencies to public water authorities serving fewer than 22,000 users

Allows public water authorities with fewer than 22,000 users to determine whether to adjust fluoride quantities in water rather than maintaining levels mandated by the Department of Health

Maintains State Board of Health authority to adopt rules establishing permissible fluoride concentrations and procedures for equipment, recordkeeping, reporting, and testing

Exempts water systems from fluoridation compliance requirements until capital start-up costs for fluoridation equipment are funded from sources other than tax revenue or regular service revenue

Exempts cities whose water comes from other states from compliance until those states enact substantially similar fluoridation programs
