Changes Arkansas Code § 27-35-112(a) to permit out-of-state wreckers and towing vehicles to tow vehicles in Arkansas only if the out-of-state vehicle's state permits Arkansas-licensed towing vehicles to operate within that state

Requires three conditions for out-of-state tow vehicles to operate in Arkansas: the towing must be requested by the vehicle owner or operator, the vehicle must not be towed as a result of an in-state collision, and the vehicle must be towed across the state border or through Arkansas in transit to another state

Exempts from these restrictions tow vehicles licensed in incorporated cities or towns adjoining Arkansas border communities if the out-of-state city or town has greater population than the Arkansas city or town

Establishes that any limitation imposed by a county, parish, city, or political subdivision of another state on Arkansas-licensed towing vehicles shall be deemed an action of that state for reciprocity purposes
