Defines "motorcycle profiling" as the arbitrary use of motorcycle ownership or motorcycle-related clothing/paraphernalia as a factor in deciding to stop, question, arrest, search, or take enforcement action against an individual.

Requires the Arkansas Commission on Law Enforcement Standards and Training to mandate at least one-half hour of instruction on motorcycle profiling in basic law enforcement training.

Requires at least one-half hour of motorcycle profiling instruction during each law enforcement officer's annual continuing education and all in-service training at state, county, and municipal levels, in conjunction with existing profiling training.

Mandates that each state and local law enforcement agency establish and enforce a written motorcycle profiling policy governing the conduct of officers engaged in stops of citizens.
