Limits voting eligibility in zoning exception special elections to qualified electors within 1,000 yards of the proposed industrial or commercial exception.

Changes the appellate venue for adjacent property owners challenging zoning exceptions from "courts of chancery" to "circuit court" to protect their property from depreciation.

Allows adjacent property owners to "appeal" zoning decisions through courts rather than establishing an absolute "right to appeal," clarifying the legal remedy available for abuse cases.
