Adds Arkansas Code § 25-15-106 requiring each state agency to file a comprehensive rule report with the Governor and Legislative Council by December 1, 2017.

Rule report must contain a complete list of all rules currently in effect promulgated by each agency.

List of rules shall include the initial effective date, filing date with the Secretary of State, the statutory authority for each rule, and whether the rule is required by state or federal law.

Defines "agency" to include all state government boards, commissions, departments, and offices subject to review (excluding the General Assembly, courts, and Governor), and specifically includes the Division of Child Care and Early Childhood Education and the Child Care Appeal Review Panel.

Excludes certain statements from the definition of "rule," including internal agency management statements that do not affect public rights, declaratory rulings under § 25-15-206, and intra-agency memoranda.
