Removes duplicative language from Arkansas Code § 12-9-117 regarding pistol awards to retiring or deceased law enforcement officers employed by the Arkansas Commission on Law Enforcement Standards and Training.

Makes stylistic changes to § 12-12-212 by removing redundant use of "knowingly" in subsections describing penalties for unauthorized access or disclosure of information.

Clarifies § 12-12-402(e) to specify that medical facilities or licensed healthcare providers (not just the victim) cannot transfer a sexual assault victim without proper authorization or medical certification.

Amends § 12-12-1002 and § 12-42-102 to remove redundant language and conform penalties to mental state requirements under Arkansas Code § 5-2-202.

Establishes that this act makes only technical, not substantive, changes to Arkansas Code of 1987 and shall not repeal other acts from the regular session of the 91st General Assembly.
