Establishes legislative intent that weapon licensing does not prohibit otherwise lawful open or concealed carrying of weapons on one's person or in a vehicle as permitted by Arkansas Code § 5-73-120

Amends § 5-73-119(e)(12) to allow persons with concealed handgun licenses to possess handguns in motor vehicles or locked, unattended vehicles in publicly owned and maintained school parking lots

Creates the offense of "carrying a weapon in a prohibited place" (Class C misdemeanor) and establishes 18 specific prohibited locations including government buildings, courthouses, schools, airports, and private properties with proper notice

Permits weapon carrying in specific circumstances including law enforcement duties, hunting, concealed carry licensing, and possession in one's own dwelling or place of business

Amends § 5-73-308(a)(1)(A) to allow the Department of Arkansas State Police to deny concealed handgun licenses if applicants have been convicted of crimes of violence or carrying a weapon in a prohibited place within the preceding five years
