Allows petitioners for orders of protection under domestic abuse statutes to apply for temporary licenses to carry concealed handguns through the standard application process with required background checks.

Temporary licenses are valid for 45 days from issuance and cannot be extended or reissued; expired licenses become void.

Department of Arkansas State Police must issue or deny temporary license applications within one business day or as soon as practically possible based solely on applicant qualification under existing law.

Applicants must complete required firearms training within the 45-day temporary license period to convert to a permanent concealed handgun license; failure to do so requires a new application.

Temporary license holders must carry and display the license upon law enforcement request; violations incur a $25 penalty without court costs assessed.
