Amends Arkansas Code § 6-10-126 to rename the statute from "Emergency inclement weather days" to "Delay or early release of school due to emergency circumstances"

Expands reasons for school delay or early release to include inclement weather, contagious disease outbreak, or utility outage

Permits superintendents to delay school start until 10:00 a.m. or release students no earlier than 1:00 p.m. for up to 5 school days total per year due to emergency circumstances

Establishes that delayed or early-release school days count as credited school days with no requirement to add additional days to the school calendar
