Extends the advance notice period for requesting an academic facility review conference from 60 days to 120 days before the application deadline.

Increases the timeframe for holding a review conference from 20 working days to 75 working days after the request date.

Modifies the space calculation language to clarify that the calculation is "to be applied" to the project if approved, rather than "agreed upon" language.

Changes language regarding the wealth index and project cost data to clarify these items are "subject to change" and "subject to update" with specific update dates (no later than March 1 of odd years).

Revises Section 2(c)(5) to reference the "preliminary" wealth index and "qualified" project cost in determining projected state funding amounts for planning purposes.
